    This document presents a summary of the findings and recommendations of two independent high-level evaluations conducted during 2022. Part I pertains to the ILO’s response to the implications of COVID-19 during the period 2020–22. Part II concerns the ILO’s programme of work in Central Asia during the period 2018–22. The Governing Body is invited to endorse the recommendations and request the Director-General to ensure their implementation (see the draft decision in paragraph 125). In version "Rev.1" of 25 October, the name of a Regional Office has been corrected.

    This document provides updated information on the ongoing review of the jurisdictional setup of the UN common system undertaken by the UN Secretary-General at the request of the UN General Assembly. The Governing Body is invited to consider the merits of the three proposals outlined in the Secretary-General’s report and provide guidance on next steps (see the draft decision in paragraph 24). In version "Rev.1" Corrections have been introduce to paragraphs 7 and 25 and an appendix has been added.

    A Global Coalition for Social Justice

    In furtherance of the Director-General’s proposal to forge a Global Coalition for Social Justice, bringing together the ILO tripartite constituents and organizations from the multilateral system as well as other stakeholders, the present document provides elements regarding the possible scope, principal focus areas and modalities of such a Coalition. Based on the Governing Body’s initial discussion and preliminary guidance, further proposals will be developed for consideration by the Governing Body at its 347th Session (March 2023) (see the draft decision in paragraph 29).

    Programme and Budget for 2022–23: Regular budget account and Working Capital Fund

    This paper provides information on the position of 2022–23 income and expenditure as of 30 September 2022. For the nine-month period ending 30 September 2022, contributions received were US$355,220,035 and expenditures recorded were US$274,899,829. In accordance with article 21.2(a) of the Financial Regulations, arrears of contributions received in 2022 were used to fully reimburse the Working Capital Fund, to cover the 2020–21 deficit of US$24,198,158. Following the reimbursement of the Working Capital Fund, the excess of income received over expenditure as at 30 September 2022 is US$56,122,048 at the budget rate of exchange of 0.90 Swiss francs to US dollar.
